Prof Carter said: "The way that the GMC has done it is wrong. You've got to be clear you have got a duty to notify the regulator immediately. And you've got to do all sorts of other things, like not prescribing drugs or giving out injections, not doing anything else that might have affected the patient.
"All of that suggests a substantial breach of both the health and safety regulations."
